Q: Lemonless Lemon Trees

I bought two lemon trees. One is a dwarf tree and the other is a regular tree. Other than the first year the last 3 years neither tree has produced lemons. I have tried the drought method and giving it plenty of citrus food–but neither has produced. The foliage is fantastic but no fruit. Any suggestions?
